Abstract

This dissertation is the result of an immersion process in the universe of technological and professional education. We developed a qualitative research with analysis of interviews which was preceded by a bibliographical and desk research. The research theme was Labor and Education in the Vocational/Technical Scholarship (Bolsa-Formação) under the National Program for Access to Technical Education and Employment (Pronatec) at the Federal Institute of Goiás (IFG). The main goal was to investigate the conceptions of Pronatec managers at IFG in the implementation of this public policy. In order to identify how and to what extent the views of managers about this government program – mediated by the concepts of Labor and Education – reflect on their practices in the implementation of professional short courses at this institution. The research problem was thus stated: what are the relations between the conceptions of managers on this public policy and their practices as implementers of professional short courses of Pronatec at the IFG? The investigation and exposition method was the dialectical historical materialism, in line with the theoretical and methodological procedures. The analysis of the empirical data was based on the following theoretical discussions: labor; education; labor as an educational principle; reorganization of capitalist production; reforms in professional education. Eight semi-structured interviews were realized with Pronatec managers at IFG and subsequent analysis of content. By systematizing the reports the following lines of analysis emerged: (1) Pronatec managers’ conceptions about the Program: the Pronatec flanked by labor and education; (2) Pronatec managers’ Education conceptions: human formation versus training for employability; (3) The Pronatec at the interface with Work: critique or reproduction of capitalist production relations. The analysis indicates that Pronatec is a public policy under construction, whose direction, extent and duration remain unpredictable. The volume of investments and the visibility that the current government has given the Program demonstrate the relevance of this study whose aim is to contribute with the studies in the field of professional education. It also aims to reveal the positive aspects and contradictions of current vocational training government policy directed to the working class and the popular sectors of society.
