Utilização da atividade pericial criminal da Superintendência de Polícia Técnico-científica para conservação/preservação das manchas remanescentes do Cerrado goiano

Abstract

The present work is intended to carry out research on the impact of the information produced and held by the state Official Criminal Expertise body, represented by the Superintendência de Polícia Técnico-Científica, and its contribution to the conservation/preservation of the remaining patches of the Cerrado Goiano. In a democratic state, in which citizen participation is considered fundamental, permeates the autonomy of understanding it's space, relating what is experienced, perceived and conceived. Autonomy demands a reasonable degree of information and knowledge. To this end, the dissertation is based on three blocks. The first presents the magnitude of the Cerrado in Goiás; discusses in the theoretical discussion between conservation and preservation of the remaining spots; and the trajectory of occupation and exploration of the Cerrado, and the state role in the construction of this scenario. Next, the Official Criminal Expert work was discussed, its foundations and theoretical bases and how it can be used in environmental crimes - whether individually, in the materialization of crimes and/or definition of authorship, or in decision-making processes for conservation/preservation of the biome in an expanded context. Third point, based on official data from the Superintendência de Polícia Técnico-Científica, in the period from 2018 to 2023, the most requested forensic exams were indicated, the list of exams and the geographic incidences; evaluating the role of different administrative structures in environmental crimes. The results found highlight the systemic destruction of the Goiás biome. The damage covers soil, water, fauna and flora; in the different administrative structures and geographic regions of Goiás. It can also be seen that the work of expert institutions is fundamental for the clarification of environmental criminal events and, consequently, in increasing crime elucidation rates, indicting suspected perpetrators and allowing criminal prosecution, and in its use as a means prevention of new crimes.
