O Arranjo produtivo local farmacêutico de Goiás : as empresas do Distrito Agroindustrial de Anápolis(GO) 2000 a 2016

Abstract

The Local Productive Arrangement (APL) Pharmaceutical of Goiás aims to leverage the drug segment in the state, and is composed of a companies located in Anápolis, Goiânia and Aparecida de Goiânia. In this context, the city of Anápolis is notable for concentrating the largest number of companies in that segment located mostly in the Agribusiness District of Anápolis (DAIA). The drug sector is considered strategic, both for the country and for a specific region, and from the social point of view, as it becomes necessary to develop new and more effective medicines, while at the same time seeking a universalization of the access to existing medicines, seeking to make them more accessible to the population in terms of cost; or from an economic and technological point of view, in order to be a high value-added and technology- intensive segment that contributes significantly to the development of that region. Thus, the present study aims to evaluate the impacts of the implementation of the APL policy as a strategy for regional development and strengthening of pharmaceutical companies located in the DAIA. The term APL is used to define an agglomeration of companies with the same productive specialization that present an intensive degree of cooperation and interaction and that is located in the same geographic space. In this sense, APL Pharmaceutical of Goiás is a productive arrangement of pharmaceutical inputs and medicines, with emphasis on the production of generics, with the main focus being the DAIA where most of the companies in the sector are located and which will be the focus of this study. The methodology adopted in the present study was a bibliographical research accompanied by a survey of data, mainly in government agencies, and a field research with the representatives of the pharmaceutical industries of the DAIA and representatives of the institutions of support to the Pharmaceutical APL. The results demonstrate the existence of an arrangement with consistent links between organizations, good infrastructure, both local and educational, as well as a good relationship with government agencies and society. It is also perceived the existence of a favorable environment for research and innovation, but it is necessary to strengthen the interaction between company-government and academic, so that the Arrangement reaches a new level of growth through innovation.
