Abstract
This essay was developed in the Territorial Dynamics line of research in the Cerrado and
Territory working group, State and Society, as a Public and State policy in Education. The
study was conducted in a Marxist dialectical perspective and deals with an investigation on
the Reform and Educational Pact made in basic education in the state of Goiás, in the period
2011-2014. The research problem that guided the research of this dissertation is structured in two inquiries: Is the main concern of the Reform the process of teaching and learning during its time frame? Are the Ideology and values that sustained the Reform and the Education Pact in line with the capital? The general objective of this research is to analyze the ideology that served as a guide for the implementation of the Reform and the Educational Pact. The specific objectives of this research were as north: to identify and analyze the state's attitude towards
the implementation of the Reform and Educational Pact; verify the pillars, goals and
guidelines on educational reform and its direction in public education policies; observe
whether the Reform and the Educational Pact may impact on the question of economic and
social development. As for the methodological procedures of the research, there was a
qualitative and quantitative approach. As regards the study purposes was adopted the
description, explanation and analysis. In what refers to the collection of material, we used
bibliographical research, survey and documentation. The school is designed as a
microterritório with various dimensions of political, economic, social, cultural and evaluative
character. Education policies can not be understood separately from the political, economic,
social and cultural life of society which it belongs. It is Also highlighted the discourse of
quality in education and how these positions analyze and suggest the changes in the teaching,
learning, managing and financing. We conclude that educational reform is inserted in a set of
economic and social policies that are associated with the restructuring of the production
system and services affecting all walks of life and society representing the spirit of the
moment and capitalist development. In this rapid process of integration and capitalist
restructuring, Education and other sectors of society are affected in such a way as if these
changes were actually necessary and vital to society. The Reform and the Educational Pact
did not achieve the purpose for which longed, they only reproduced in the educational field,
beliefs and values in tune with capitalism.
