Abstract
This paper linked to the research line "Work, State and Educational Policies", of the Education graduate program at Universidade Estadual de Goiás — Unidade Universitária de Inhumas (PPGE-UEG/Inhumas). It seeks to investigate the challenges of expanding school attendance in secondary schools, aiming to universalise it in the municipality of Inhumas-GO. It presents as a reference analysis Goal 3 of the Municipal Education Plan of Inhumas - PME-Inhumas (2015- 2025), which is associated with Goal 5 of the State Education Plan of Goiás - PEE-GO (2015- 2015) and the National Education Plan — PNE (2014-2024). This study aimed to present the supply characterization of secondary schools in Inhumas, and to investigate the challenges of expanding school services at this educational stage, to its universalization in this municipality. The research problem is based on the following question: what are the challenges for universalizing the supply of secondary schools in Inhumas and implementing goal 3 of the PME/Inhumas (2015-2025)? The research has a qualitative approach, of a documentary type. It is developed through the analysis of documentary sources from federal, state, and municipal entities, as well as the evaluation of data and statistical data related to the topic that will be analyzed by this study. The specific objectives are a) to develop a theoretical and conceptual discussion about educational legislation, and about the challenges facing Brazilian youth for the universalization of secondary school; b) to promote the survey and systematization of indicators related to Goal 3 of the PNE (2014 -2024); Goal 5 of PEE-GO (2015-2025) and Goal 3 of PMEInhumas (2015-2025); c) to identify the configuration of secondary education supply in Inhumas city; d) to analyze/to quest the evolution of secondary school enrollments in Brazil, in Goiás and Inhumas. The literary analysis and documents were composed through a critical conception of education to understand the historical constitution of secondary schools in Brazil and Inhumas-GO. The research was based the following authors as reference: Silva (2019), Oliveira (2017), Carvalho (2018) Saviani (2014, 2016), Neves (2017), Cury (1998), Nascimento (2007), Silva (1998), Oliveira (2005), Queiroz (2009), Kuenzer (2000), Dayrell (2003, 2007), Dayrell, Leão e Reis (2011), Dayrell e Carrano (2014), Dayrell e Jesus (2016), Horta (1997), Frigotto, Ciavatta e Ramos (2005), Libâneo (2001), Dourado (2017a, b), Corrêa e Coelho (2018), Duarte (2021), Moreira (2004), among others. The results achieved by this research about the PNE (2014-2024) show the decline in the number of secondary school enrollments and also indicate that Brazil and Goiás have not yet achieved what is proposed by Goal 3 of reaching 85% attendance in the age group from 15 to 17 years old, and also show Inhumas still experiences challenges to be overcome in terms of access to secondary school, as well as to universalisation.
