As Políticas públicas na dimensão territorial : o caso de Corumbá de Goiás

Abstract

The present final paper, called “The Public Policies in the Territory Dimension: The case of Corumbá de Goiás”, takes a look over some public policies, especially territorial and urban, related to housing, in the context of the Região Integrada de Desenvolvimento do Distrito Federal e Entorno (RIDE), as a way to instigate discussions for some possible changes in the reality.The research considers the territory order of this region, in scale of influence from the center (in relation to Brasília and its Neighborhood, the suburbs), and its public administration. The main idea is to understand the planning and management of the territory that comprises the RIDE do Distrito Federal e Entorno, and also the questions that involve the process of construction and exclusion of Villa Real Residential, located in the small town of Corumbá de Goiás. This enterprise, established between 2010 and 2015, involves two programs, the Programa Habitacional de Subsidio à Habitação Social (PSH) and the Programa Minha Casa Minha Vida-Entidades (PMCMV-E). In order to understand the process of insertion of housing of social interest, in the small town of Corumbá de Goiás, the dialectic approach is highlighted, with the objective of observing the contradictions and permanences in the social relations undertaken by different agents in that territory. From this approach one can perceive the social transformations occurring in time and space. Some authors’ definitions related to terrytory and its production while exercise of actions, and the hole of agentes (as the State, the public funds and the excluded social groups) were applied in the paper discussion. Some of these authors are Santos (1997) and (2002), Saquet (2013), and Lefebvre (2013). Among other aspects, the urban crisis in discussion is presented as a reflexion of social contradictions. Disregard for public policies, especially the ones related to housing, is seen as attenuating the crisis discussed. Castells (1980), Engels (1979), Maricato (2011) and (2014), Steinberger (1999) and (2003), among others, contributed to this discussion. In emphasizing the territory of RIDE, as a product of actions, there is the favoring of some social agents in the different stages of public housing policies, in a special way, the agents that represent the interests of the market. In this sense, one observes the inefficiency of public policies in the analyzed territory, and the maintenance of social exclusion.
