Relações de saber-poder dos/nos corpos LGBT no processo legislativo do COMLGBT na Câmara Municipal de Goiânia - GO

Abstract

In this dissertation, we have as general objective to analyze discursivities produced from the legislative process of the bill that sought the creation of the Municipal Council of Human Rights of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals (COMLGBT)in the Municipality of Goiânia/GO (2015-2017). We also seek, as specific objectives, to debate about some resonances and discursive reverberations made possible by the COMLGBT event regarding the problematization of the discursive imbrications elaborated in the voting process of the bill. Therefore, we intend to reverberate COMLGBT in newspapers circulating in the municipality of Goiânia and in comments made by readers of them. To this end, we enroll ourselves in the field of Discourse Analysis of Foucaultian strand with dialogues in Bakhtinian and Pecheutian studies, in order to mobilize the relations of knowledge-power involving the formation and the position of subject who assume discursive practices permeated by the possibility of true saying (FOUCAULT, 1987; 1988; 2005); tangential to the problematization of body formation as discursive materiality marked by centrifugal and centripetal forces of speech (BAKHTIN, 1997). In the face of the analyses, we evidenced how the discursive tensions that revolve around policies for LGBT subjects, affect and re-signify an event such as the voting of laws in the city of Goiânia. As well as the presence of discursive formations that systematize discourses that remove from the LGBT body its position as subject and think from the possibility of the rise of politicians or from policies that enable the position of politicians. In addition, we highlight the emergence of discursive tensions that revolve around policies for LGBT subjects, from the seal/legitimation of a discursive order producing truths, manufactured by politicians, based on approved laws, that determine knowledge and powers in society.
