Abstract

This dissertation consists in a bibliographic and documentary investigation about the policies and institutions of pauperized youth and childcare implemented in Brazil during the military regime. Based on a materialistic and historical analysis of the material raised about the subject, it was looking for to unveil the real intentions of the militarized State with the creation of PNBEM, FUNABEM and FEBEM. Seen in these terms, a series of cross-cutting discussions were raised to try to historicize and consider all the determinants that conditioned the object of this research. In this way, the establish of this search permeates reflections about the concept of poverty, the construction of the poor being as a dangerous class, the political conjectures that fertilized an implementation of a specific grammar in the care of minors, the national security doctrine, the hygienist character preserved by the bourgeois State in the treatment of abandoned minors and on the ideological articulations that aimed to legitimize the performance of FUNABEM and the militarized State
