Abstract
The current legislation in Brazil has ensured immigrants, in Brazilian territory, the right to education and, consequently, access to higher education. In this sense, some universities, such as the State University of Goiás (UEG), have developed affirmative actions to guarantee this access. The UEG instituted the Access to Higher Education Program for Refugees and Humanitarian Visa Holders in Brazil through Resolution CsU n° 739, of December 3, 2015. This is an affirmative action public policy that guarantees the right to entry to higher education for these two groups of immigrants with the aim of integrating them into the local and national community through the right to education. In view of what has been exposed above, the main objective of this research is to study the affirmative action policy of UEG that reserves an additional vacancy for refugees and holders of humanitarian visas to enter regular undergraduate courses, seeking to understand how it has impacted the insertion of an immigrant group in higher education of this institution in the period between 2015 and 2020. For this purpose, this study uses qualitative and quantitative research with the use of bibliographic research in several sources and data collection from public institutions. Through the dialectical method, we seek to understand how this group, vulnerable and fleeing conflicts and/or economic and environmental catastrophes, takes refuge in Brazil in search of better living conditions. The results demonstrate that UEG is one of the 24 federal or state public universities to adopt affirmative measures for the access of immigrants to higher education in Brazil. In addition, the data shows that the majority of students enrolled at UEG, through this program, study in units that are installed in municipalities with the best socioeconomic indicators and that, despite the low number of students who entered using these supplementary vacancies created by the program, they positively impacted the registered number of immigrant students enrolled in the institution.
