Abstract

He objective of the research was to present a discussion of legal protection and the evolution of land use in the buffer zone of the Serra de Caldas Novas State Park, in Goiás, seeking to verify the compliance of land uses in the ZA with current environmental precepts, since the founding of the park in 1970. The investigation sought to review the legislation applied to the Conservation Unit and observe its applicability through the analysis of available documents and interpretation of satellite images about land use in a historical series. contextualize, under the normative legal perspectives on the social and environmental impacts, as well as the main agents involved and the importance of preservation. The study area refers to the Buffer Zone of the Serra de Caldas Novas State Park within a radius of 3 km from the boundary of the Park, using the time frame comprised in 1985, 1990, 2000, 2013 and 2019 in comparison to Ordinance no. 069/2014 of the Secretary of State for the Environment and Sustainable Development - SEMAD, published on March 31, 2014, in force. Geoprocessing techniques with specific software were used to prepare thematic thematic maps to identify the evolution of urban and rural areas around PESCAN. Through the extraction of files in vector format and the Mapbiomas.org database, from the pixel-by-pixel classification of Landsat satellite images, through the ATBD (Algorithm Theoretical Basis Document) method. In the field, photographs and geographic coordinates were used using GPS, in order to verify the location of points of expansion of the urban mesh. The results allow us to state that there were problems in the inspection and flexibility of the regulatory norm for land use in the surroundings of PESCAN, in order to serve economic groups on the Buffer Zone, mainly in urban areas, but also by agribusiness, to the detriment of the constitutional environmental principles of protecting a healthy and balanced Environment for present and future generations.
